Government Regulation of Guyana’s Offshore Oil Industry

David Prior studied business administration at the University of Western Ontario and proceeded to work in the marine industry. In 1986 he filed international patents for an innovative sail-assist system for commercial ships. In 2005, while doing contract work in the Oil & Gas Department at Dalhousie University, he was introduced to an innovative idea for recovering spilled oil. A patent was granted in Canada, Brazil, China and the USA. In August, 2012, ocean tests were performed by the Chinese Coast Guard using bunker C fuel oil. Prior then designed and built a 12m oil skimmer vessel for the Canadian Coast Guard.
Thomas is a Senior Lecturer, Dept. of Economics. He has worked in academia and the public sector and private sectors. His teaching and research have been in the general areas of applied microeconomics and econometrics, with a particular interest in environmental and natural resource economics and management, institutional and behavioural economics; and econometrics. Most recently he has organised the annual green economy workshop series, and was responsible for the establishment of the UG’s GREEN institute. He has a PhD in Economics from the University of Kent (UK), where his dissertation was “To Trust or Not to Trust Others: Norms, Interactions and Institutions”. Thomas is an active member of Guyana’s civil society and also the founding president of the Epilepsy Foundation of Guyana.
UGGI is administratively within the Faculty of Social Sciences of the University of Guyana. The Institute collaborates with Departments across all Faculties/Schools/Centres and other units that currently exist to achieve its Mission and Vision. It will not duplicate what is done in other departments of the University of Guyana or in other agencies in Guyana, but will attempt to bring fresh knowledge insights and innovative methodologies and processes to bear on existing programmes and initiatives.
